The mayor never left the office.

Joseph Chamberlain, three times Mayor of Birmingham, laid the first stone of the Council House in June 1874. Birmingham Live says his ghost is claimed to haunt his old corner office on the first floor, walking the corridors or standing behind his desk. The University of Birmingham article says he is seen at night by the Mayor's office, dressed in black, with a smell of flowers.
